International Federation of Settlements Calls for Civilian Protection Amid Escalating Regional Conflict

The International Federation of Settlement Houses and Neighbourhood Centres (IFS), representing more than 11,000 community-based organisations in 30 countries, expresses deep concern about the rapidly worsening military confrontation in the Middle East. The situation has caused significant civilian casualties, widespread fear, and the destruction of vital community and social infrastructure.

IFS supports the United Nations’ urgent calls for restraint, de-escalation, and adherence to international humanitarian and human rights law. Protecting civilians must remain an absolute priority during armed conflicts.

As an organisation committed to supporting safe, inclusive, and resilient communities, IFS is deeply troubled by reports of strikes hitting residential areas, neighbourhood centres, and essential public services. The resulting displacement, trauma, and disruption to daily life create serious and lasting consequences for those affected.

Our thoughts and support are with all those impacted — especially the community organisations, settlement houses, and colleagues within our global network who are directly affected.

Many are working tirelessly to continue providing social support, safety, and stability under extraordinary circumstances. Their well-being and safety are our top concerns.

IFS therefore calls for:

1. An Immediate, Comprehensive Ceasefire

To prevent further civilian harm and allow humanitarian relief and de-escalation efforts to take place.

2. Protection of Civilians and Civilian Infrastructure

All parties must uphold their obligations under international humanitarian law to ensure the safety of communities, social infrastructure, and essential services.

3. Safe and Unhindered Humanitarian Access

Humanitarian organisations must be able to reach all affected areas without delay to deliver lifesaving aid, community support, and vital services.

4. A Return to Diplomatic Engagement

Lasting peace can only be achieved through dialogue, diplomacy, and commitments to the dignity, safety, and rights of all communities.

Settlement houses and neighbourhood centres— including those operating within or near conflict zones— are often key anchors for social cohesion. Protecting them is essential not only for immediate humanitarian response but also for long-term recovery and community rebuilding.

IFS calls on the international community to prioritise humanity, protection, and peace, and to stand with communities whose lives, well-being, and futures are threatened by violence.
